ALDC was formed from the merger of the Association of Liberal Councillors (ALC) and the Association of Social Democratic Councillors (ASDC) at the time of the party merger in 1989. Of the two predecessor organisations ALC was the older having been formed in the late 1960s (between 1965 and 1969). ALC's work started with renewed vigour when the organisation secured both staff and offices at the Birchcliffe Centre in Hebden Bridge, West Yorkshire.

In 2007, ALDC celebrated 40 years of action and service.
